Complitly difrent rulesetting. In le mans it is only allowed two teams for wheel Change, it is allowed and nessecary to fuell up the Car and to cleand the Windows.

You’ll notice unlike F1 they don’t fuel and change tires at the same time. That’s caused fires in F1 stops before. Perhaps le mans carbon brakes get hotter as used for longer

It’s not designed to be a 2.5 second stop for safety reasons. Tyres can’t be changed whilst refueling is in progress. It’s a 24 hour race, everything needs to be done calmly and in the right order, so dropping a second here or there isn’t a problem.
