Tax breaks are functionally the same as subsidies.
So what was in the conditions that Musk couldn’t swallow? That is the only way this makes any sense.
Musk does not oppose subsdies.
Tesla was founded on subsidies for EV’s from Federal EV tax credit alone Tesla got $2.1B, then all the state and local subsidie, another $3.3B, then the $500M Federal loan to save Tesla from bankruptcy, then the $3.1B in ZEV credits which Tesla had $510M in 2021, all of Tesla profits.
Musk does oppose paying for subsidies to Tesla which is why he fled CA when the bills came due.,
Oh, now we’re opposed to subsidies? After we built a successful car company with them?

I imagine there were some conditions to assist German automakers, unionize, or other that would slow Tesla down
